Specific Provisions for Voting Abroad

Cameroonian citizens established or residing abroad exercise their right to vote by participating in the election of the President of the Republic and the referendum.

Cameroonian citizens living in or residing abroad are registered on the electoral rolls open at diplomatic representations and consular posts in the country of residence or affiliation.

They must enjoy their civil and political rights and fulfill all the legal requirements to be voters.

Polling stations are created at the level of diplomatic representations and consular posts, on the proposal of the Government.

With a view to the participation of Cameroonian citizens established or residing abroad in the election of the President of the Republic or the referendum, it is created at the level of diplomatic representations and consular posts:

  • committees responsible for drawing up and revising electoral lists;
  • commissions responsible for drawing up and distributing electoral cards;
  • local voting commissions.

The Electoral Council organizes consultations with the diplomatic representations, the consular posts and the political parties with a view to the constitution of the commissions.

The composition of the Commissions is established by the Director General of Elections.

The composition and operating procedures of the commissions are set by regulation.

The specific rules applicable to the operations preparatory to the election of the President of the Republic and to the referendum, to the organization and supervision of the electoral and referendum operations, to the voting operations and to the recording of the votes of the Cameroonian citizens established or residing abroad, are laid down by regulation.

From the Focal Point As part of the elections, the Focal Point of ELECAM in the diplomatic missions and consular posts of Cameroon represents a service within the Embassy, ​​Consulate or Delegation that deals with the activities of ELECAM . The person in charge of these activities is assisted by support staff. Thus, 33 countries scattered in Africa, Europe, Asia and America were affected by the presidential election of October 2011. Inside these countries, 29 Embassies, 4 High Commissariats, 6 Consulates and 2 Delegations have been selected.
In application of the combined provisions of the law n ° 2011/013 of July 13th, 2011 relative to the vote of the Cameroonian citizens established or resident abroad, of the decree n ° 2011/237 of August 8th, 2011 fixing the modalities of application of the Law No. 2011/013 of 13 July 2011 on the voting of Cameroonian citizens established or residing abroad and Order No. 001 / DIPLO / CAB of 24 August 2011 establishing the list of Diplomatic Representations and Consular Posts of the Cameroon in which are organized the electoral operations relating to the election of the President of the Republic in 2011, it is presented below the Elecam Focal Points.
