. Are all the ballots taken out of the ballot box counted?

Not all. The result of counting does not take into ac-count: any ballot paper bearing any signs, marks or signature by which the elector may be identified; ballot papers in envelopes bearing signs of a similar nature or in envelopes other than those officially made available to electors; any ballot paper other than officially printed ballot papers. Ballot papers found in the ballot box without any envelope and envelopes found empty are likewise regarded as invalid and mentioned in the report. The counting sheets are then attached to the report.
