. During voting, a candidate offered money to electors to induce them to vote for them. Is that normal?

Not at all. Whoever through gifts, generosity, favours, promise of public or private employment or any other specific benefits offered with the purpose of influencing the vote of one or several electors, obtains their vote, either directly or through a third party; whoever, directly or through a third party, accepts or requests from candidates the abovementioned gifts, generosity, favours or benefits, is liable to punishment as laid down in Section 123 of the Penal Code.
