Born on 24 February 1942 at Ebome - Kribi, MANA NSCHWANGELE Jules hails from the Océan Division in the South Region of the Republic of Cameroon.

After undergoing graduate studies at the Advanced Teachers Training College of Yaounde, he obtained a Certificat d’Aptitude Professionnel des Collèges d’Enseignement Général - CAPCEG (secondary school teaching diploma) in 1968 and a Diplôme de Professeur des Lycées d’Enseignement Général – DIPLEG (high school teaching diploma) in 1978.

Prior to his appointment to the Electoral Board, this high school physics teacher had held the following duty positions:

  • Teacher from 1968 to 1975;
  • Principal from 1975 to 1981;
  • Head of several Services at MINEDUC from 1981 to 1990;
  • Mayor of the Kribi Rural Council, and then Municipal Councillor in the Kribi Urban Council from 1990 to 1998;
  • Member of the Board of Administration of the National Hydrocarbons Corporation, 1993;
  • Manager of the Projet de Développement Halieutique Communautaire Atlantique in 2006.

He took oath on 29 January 2009 before the Supreme Court, seating as Constitutional Council: “I swear to fully and faithfully discharge my duties and to exercise my office without fear or favour in accordance with the Constitution and laws in force, to ensure the confidentiality of proceedings and votes, to abstain from taking public positions and to decline any consultation on matters falling under the purview of Elections Cameroon”
